Schwarzenegger calls special session on schools

Gov. Arnold Schwarzenegger today called on lawmakers to convene yet another special session -- this one to take up school accountability measures to satisfy Obama Administration requirements for federal money.

The key component would repeal a state law that prohibits California teachers from being evaluated based on student test scores, a move opposed by the California Teachers Association.

Without the change, California is ineligible to compete for $4.3 billion in federal "Race to the Top" federal stimulus funds.

Schwarzenegger said he wants lawmakers to finish work on the education measures by early October. He also has said he will call a special session this fall for lawmakers to consider an overhaul of the state tax system. A third session on water also is possible.

Besides shining a public light on a particular subject, special sessions allow lawmakers to enact bills without meeting certain deadlines in force during regular sessions. Moreover, enacted measures take effect 90 days after the session is closed, rather than at the beginning of the next calendar year.
